- UNDP-MDG-00788 RECRUITMENT OF A FIRM FOR TECHNICAL ASSISTANCE FOR THE DEVELOPMENT OF A DRAFT TEXT RELATING TO THE REGULATION OF INNOVATIVE DECENTRALIZED ELECTRICAL SERVICES INTEGRATING THE MULTI-TIER FRAMEWORK (MTF) IN MADAGASCAR CONTEXT Madagascar has significant economic potential, but its growth remains fragile and unevenly distributed due to the predominance of an informal primary sector which occupies 80% of the population for only 35% of national wealth. The economy The country's limited diversification, focused on low-tech agricultural and mining products, makes it vulnerable to international fluctuations and limits tax revenues. The secondary sector is underdeveloped, mainly due to energy challenges : limited access to electricity (39.35%), dependence on biomass (79%) and hydrocarbons, as well as an insufficient regulatory framework. Only 2% of the population uses clean cooking technologies and more than 30.7 million Malagasy people use still rely on wood and charcoal for cooking, which contributes to deforestation and worsens the vulnerability of rural communities. The “Inclusive Energy Transition” portfolio implemented by UNDP aims to drive systemic change in Madagascar, by strengthening the capacity of institutions to pilot a just and inclusive energy transition guaranteeing everyone, particularly the most vulnerable, equitable access to energy services...
