• The task is to evaluate and produce a report on the role and impact of the Public Expenditure and Financial Accountability (PEFA) Assessments in public financial management improvements in countries. The evaluation findings should help to address gaps in knowledge on how to use PEFA assessments to strengthen the capacities of country PFM systems, and/or contribute to the practical sequencing of PFM reform and capacity development actions. The work is primarily to produce an impactevaluation following a (comparative) case-based design to assess causalcontribution. The impact evaluation will comprise of three country cases where repeated PEFAdata is available. The evaluation approach should consider PEFA-s Theory ofChange (ToC). It will test PEFA-s maincontribution claims on “PEFA-s role as a neutral diagnostic tool that helpscountries assess the strengths and weaknesses of their PFM systems. It can be thestart of the process that can lead to improvements in the PFM systems andprocesses through reform diagnostics, dialogue, reform planning,implementation, and monitoring”. And this in turn should improve the provisionof public services. Theevaluation will follow a mostsimilar case-based design of three particularly well performing cases to confront general data with individual country scenarios. Wellperforming cases are to be chosen since the indirect causal contribution ofPEFA to public service delivery is likely better traceable in better performingcases. Bidders are required to submit anExpression of Interest (EoI) that explicitly indicates the proposed countrycases they intend to examine within the impact evaluations that they intend toconduct. Bidders may provide an indicative list of countries. The finalselection of three countries will be made after the award, subject toconfirmation by the PEFA Secretariat. Bidders are encouraged to considercountries where one of PEFA-s official languages—English, French, or Spanish—isspoken.
