- Dear Bidders, The International Labor Office (ILO) is looking for a person to work as an external collaborator to carry out the DWCP II Assessment and the country situation analysis for the ILO DWCP III Antananarivo. Below is a summary of the work to be carried out: The consultant will be responsible for conducting a comprehensive evaluation of the DWCP II (2021-2024) in Madagascar according to OECD/DAC criteria (relevance, coherence, effectiveness, efficiency, impact and sustainability), integrating cross-cutting themes such as gender, international labor standards, social dialogue and just transition. He/she will analyze the theory of change, indicators and mechanisms of governance, identify results, good practices and lessons learned, and formulate operational recommendations for DWCP III. At the same time, he/she will carry out a situational analysis of decent work covering the dimensions economic, social and institutional, including a SWOT analysis, a normative assessment and the identification of priorities and partnership opportunities. The mission includes the collection and analysis of data (documentary review, interviews, consultations), the facilitation of a restitution workshop and the production of deliverables in accordance with ILO standards.
