- Tenders are invited for Baseline Survey Consultancy. REQUEST FOR LETTER OF INTEREST (LOI): To Conduct a Baseline Survey in the zones of intervention of the MIANATRA Project in Southwest Madagascar - under the USDA McGovern-Dole International Food for Education and Child Nutrition Programming. The Cooperative Housing Foundation, doing business as Global Communities, is implementing the United States Department of Agriculture (USDA) funded McGovern-Dole International Food for Education and Child Nutrition (MGD) project called Mianatra in the Androy region of Southern Madagascar. The main goals of the Mianatra project are to improve the literacy of school-aged children and increase the use of health, nutrition, and dietary practices. Global Communities is inviting qualified firms to submit a Letter of Interest (LOI) to conduct the Baseline Survey for Mianatra. Mianatra will target 130 schools located in 13 communes of the Beloha and Tsihombe districts within the Androy region. Over the life of the project, approximately 64,117 preschool and primary school-age children will benefit from daily nutritious meals. To improve the quality of literacy instruction and increase student attentiveness and attendance, the integrated school feeding project will include activities focused on distribution of teaching and learning materials, teacher and school administration trainings and related support; provision of daily nutritious meals; construction and rehabilitation of school water, sanitation, and hygiene (WASH) infrastructure; and mobilization and capacity strengthening of local government authorities and communities. Mianatra will build clear pathways to sustainable school feeding for lasting impact and continued educational and nutritional benefits. The Baseline Survey will include an Early Grade Reading Assessment (EGRA), Classroom Observations, Household Community Survey, Focus Group Discussions and Key Informant Interviews, and document reviews as appropriate. The LOI should include: A statement about organizational capability with a description of the team composition and professional competencies; CVs of key personnel; A sample of past relevant work including client, dates of work, and compensation. Interested parties are advised that a professional level of English language competency in reading, writing, and speaking is required among senior staff of the organization. The LOI and required documents must be submitted in English.
