• Country: MADAGASCAR Description of the mission: Objective of the mission The long-term strategy of low-carbon development makes it possible to evaluate the possible efforts of each country and the overall trend in terms of the reduction of greenhouse gas emissions. tight. The document thus describes the actions to reduce emissions, until 2050, in a detailed manner and establishes a relationship with the actionss determined in the National Determined Contribution (CDN) of Madagascar. It will have to consider all the existing political/financial instruments in terms of climate change, in particular for the mitigation of the effects of climate change. The main objective of this actiwe are to: - Review and finalize the long-term national low-carbon development strategy (LTS) in order to honor Madagascar's commitment to the Paris Agreement; - Have a strategic development document, in the long term, making it possible to traceany action plans and related projects/programmes. Descriptions of the consultant's activities - Comply with national and international policy and strategic documents relating to the fight against climate change in Madagascar; - Take into considerationeration the various decisions of the COPs to the United Nations Framework Convention on Climate Change relating to the LTS; - Analyze and exploit climate change trends and appropriate measures to deal with them in Madagascar; - Take into account the customer profileMadagascar and the projection of the country's greenhouse gas emissions up to 2050; - Ensure the identification and quantification of mitigation options in line with Madagascar's development policy; - Animate the reflections on the SLTand means of implementation; and incorporate feedback and input from key LTS sectors- Propose a mechanism for monitoring and evaluating the implementation of the LTS; - Develop ToRs of the consultation workshops, the draft of the strategy and the validation ofThe strategy ; Expected results It is expected from this service that Madagascar has a long-term low-carbon development strategy document validated and submitted to the UNFCCC secretariat before COP 28, taking into account the information listed below.below. The elements listed below should be part of the strategy document: - The national circumstance, the climate profile of Madagascar and the projection of the country's greenhouse gas emissions up to 2050 are elaborated; - The mitigation options (including mixed adaptation and mitigation interventions) appropriate to national circumstances are identified, detailed and quantified; - Policies/strategies and means of implementation are determined and proposed; - The mechanism for monitoring and evaluating theimplementation of the SLT is identified.
